Rep. Jesse Topper from the Pennsylvania House of Representatives has expressed concerns over Governor Josh Shapiro's proposed budget, highlighting that it seeks to increase spending by $3.7 billion, reaching a total of $48.34 billion. According to Topper, this level of spending is unsustainable and could lead to significant tax increases if economic conditions decline.
Topper acknowledged some positive aspects within the proposal, specifically the governor's support for performance-based funding incentives for higher education institutions, similar to those outlined in his own House Bill 1574. "This method of funding will use metrics to ensure these institutions are providing a true value for our students and families while improving the accountability over how these tax dollars are spent," he stated.
Additionally, Topper was cautiously optimistic about Shapiro's call for the creation of a new school funding model that includes recommendations from the Basic Education Funding Commission and endorses a school scholarship plan akin to last year's Lifeline Scholarships proposal. He emphasized the importance of providing all students with opportunities for a better future and expressed his willingness to engage in discussions aimed at transforming Pennsylvania's educational system.
