In response to Governor Josh Shapiro's spending proposal, Representative Jesse Topper, a Republican from Bedford/Fulton, expressed concerns about the excessive spending and the potential for a massive tax increase. The governor is seeking to increase spending by $3.7 billion to a total of $48.34 billion, which Topper believes is simply unsustainable.
"While there is much in the proposal that I found problematic," Topper stated, "I was encouraged to hear the governor embrace a model similar to my House Bill 1574 to create performance-based funding incentives for institutes of higher education." This funding method, based on metrics, aims to ensure that institutions are providing value to students and families while improving accountability in the use of tax dollars.
Topper also expressed cautious optimism about the governor's call for a school funding model that incorporates recommendations from the Basic Education Funding Commission. He further highlighted the importance of a school scholarship plan, similar to the Lifeline Scholarships proposed in last year's budget, to provide a path to a brighter future for all students, particularly those in schools facing crises.
Representative Topper emphasized the need to address the difficult issues and engage in necessary conversations to transform Pennsylvania's educational system. He looks forward to collaborating with his colleagues to tackle these challenges.
