Pennsylvania House Republican Leader Jesse Topper has expressed his views regarding Governor Josh Shapiro's recent executive order on the state civil service system. Topper voiced concerns about potential growth in bureaucracy, stating that "finding ways to add to our bureaucracy here in Pennsylvania sends us in the wrong direction." He emphasized the need to evaluate whether vacant positions within Pennsylvania’s administrative structure are necessary before filling them.

Topper also highlighted challenges faced by the private sector, noting significant hiring difficulties and unfilled in-demand jobs due to workforce shortages. He suggested that federal employees should consider transitioning into private sector roles rather than seeking employment within the state's administration.

In light of anticipated budgetary constraints, Topper stressed the importance of identifying state-specific solutions to manage fiscal issues. He warned against relying on substantial cuts or tax increases as remedies for future financial challenges.
