In an effort to address the lack of broadband access in rural Pennsylvania, Representative Rich Irvin and the House Republican Policy Committee recently convened in Huntingdon for a hearing on "Advancing Our Rural Connectivity." The goal of the hearing was to bring attention to the issue and find ways to improve broadband infrastructure in rural areas.
During the hearing, various testifiers highlighted the challenges faced by rural communities due to limited broadband access. Huntingdon County Commissioner Jeff Thomas emphasized the county's commitment to ensuring broadband access for everyone. However, he noted that obstacles such as the lack of access to state game lands and forest lands have hindered progress.
The importance of reliable broadband for emergency services was also emphasized during the hearing. David L. Smead Jr., fire chief of the Shavers Creek Valley Community Volunteer Fire Company, explained that having access to broadband is crucial for search and rescue operations. He gave an example of how being able to download maps without delay is essential in locating missing persons. Additionally, broadband is necessary for quickly researching and understanding the design of modern vehicles during rescue operations.
The second panel of testifiers focused on broadband connectivity and deployment. Rachel Papuga, project manager at Alleghenies Broadband Inc., highlighted the digital inequity in rural areas, particularly among older residents who may lack knowledge of digital skills and the latest technologies. Brandon Carson, executive director of the PA Broadband Development Authority, expressed confidence in their ability to close the digital divide with the nearly $1.5 billion dollars in federal funding available. Both testifiers and committee members agreed that removing burdensome regulations and reforming permitting processes would also help advance connectivity in rural areas.
Chairman Joshua D. Kail emphasized the significance of broadband access, stating that it is not just about lifestyle but about life itself. He highlighted the importance of broadband for family-sustaining jobs and the competitive advantages it provides for children. Kail stated, "It's time we remove the obstacles, put resources to work, and advance connectivity for the rural Pennsylvanians who have been technologically disadvantaged for too long."
The hearing concluded with a call to action to address the broadband disparity in rural Pennsylvania. Representative Rich Irvin expressed his commitment to showcasing the progress being made in Huntingdon County and recognized the issue's statewide importance. He urged for continued attention to this issue in order to bridge the digital divide and ensure that all Pennsylvanians have access to reliable broadband.
